Background

Joel grew up in Nova Scotia, son of a fisherman. He worked the nets for a few years, and had a daughter with his girlfriend at the time. When the fish stocks collapsed again in 2015, he found himself out of a job and a future. Unable to find work in the Maritimes, he and his girlfriend moved to BC. The fishery on the west coast was just as bad, and with no other skills to offer, he found himself jobless. After enduring a crushing series of terrible day labour jobs to qualify for welfare, they became homeless when their slumlord sold the building to a developer. His partner took up heroin in despair and their daughter was apprehended by the authorities. The strain tore apart the relationship. He thought about moving home, but with his father now dead and no real prospects left, he decided there wasn't much point.

Since then he's scraped by, living under awnings and in shelters, taking what he can get and avoiding the authorities. He's developed a knack for petty theft and evasion, which helps keep him fed when the shelters are full. Somewhere along the way he picked up a stray, a real mongrel of a pup, simply named Mutt. Frankly he'd rather get the boy a real home but even the lowliest man needs a friend.

He saw something on the news about aliens and X-Com, and with nothing left to live for, he plans to scrape out a college fund for his lost daughter before he dies. His body is the last thing he has to trade for her. At least they'll feed and train him and give him a roof to sleep under when he's not being shot at -- and maybe find Mutt a home.
